HIBA was established in cooperation with the European Union aiming at developing the sector of business administration; therefore, HIBA targets the Private Sector.  According to this, one of the articles advert in the  decree that include establishing HIBA states that HIBA Board should include representatives of the Private Sector from the chamber of Commerce, the Chamber of Industry and others.After the European project completes its mission, HIBA shall work to develop a real partnership with private sector institutions through signing memoranda of understanding and agreements that fulfill the mutual interest for HIBA which provides academic and scientific consultancies necessary to launch businesses sector that fundamentally contributes to enhancing economy in the country.
